About Stamp Out Poverty

For over 20 years, Stamp Out Poverty has been the strategic engine behind some of the most successful tax justice and climate finance campaigns in the world. Founded in 2006 by David Hillman, we set out with a simple premise: that globalised activities like finance, aviation, shipping and fossil fuel extraction are chronically undertaxed, and that closing those gaps can fund the fight against poverty and climate breakdown.
 

That premise became the Robin Hood Tax campaign, launched in response to the 2008 financial crash. It grew into one of the most recognised tax justice campaigns in the world, backed by over 1,000 economists and helping secure Financial Transaction Taxes in France, Italy and Spain, raising an estimated $25-30 billion in public revenue to date.

Since 2018, we've turned that same model on the fossil fuel industry. We co-founded Make Polluters Pay UK and, in 2025, the international Make Polluters Pay coalition, uniting NGOs, politicians and grassroots movements across the world behind a single demand: that the companies most responsible for the climate crisis should pay to fix it. Alongside this, our Climate Damages Tax proposal and Loss and Damage Finance Facility research helped shape the landmark Loss and Damage Fund secured at COP27, and our Solidarity Levies work continues through the Global Solidarity Levies Task Force, led by France, Kenya and Barbados.

We don't just publish research and hope it's picked up. We build the coalitions, brief the politicians, and stay in the room until the policy changes.
